One of the things that they did when they released the Trials of Gnomus is that they automatically opened the passage to the Chamber of Gnomes for everyone- and since the entire purpose of the second phone call was to give you the bomb to open the passage which they have now opened by default the second phone call was evidently removed from the game but it looks like they forgot to modify the content of the first phone call to remove reference to it.
To get the Gnome Man's Land trophy just go down into the sewers and through the open passage to the Chamber of Gnomes and go inside; you'll get the achievement once you actually set foot into the chamber itself.

As was stated, the entire phone/bomb mission has been scrapped long ago.
If you go to the sewers, go past the original rux location, and then turn to your left, you will see a hole in the sewer wall. Follow it to the gnome room.
