I just purchased 2 of these card packs. It said you will get a new character in the pack. I did not get a new character in either pack. Im extremely disappointed  I intentionally purchased extra coins to buy those citron packs. I'm missing 2 Citron characters and expected to get them in the packs. See attached photo  It clearly states you get one character and 10 customizations.

I don't think this is going to make you feel much better.  But I see from your photo that the only citrons you do not have are legendary characters.  A pack like this will never give a legendary character unless it clearly specifies that.  The ad copy for the pack SHOULD have specified that legendaries would not apply, but they can be pretty slipshod with these pack descriptions.

Going through the help desk online chat, if you are very polite and express your disappointment with the system, an agent sometimes will give you a load of coins as compensation.  There's certainly no guarantee, but it's worth a shot.
