unable to heal behind cover

What happens when the bug occurs? if i get shot then crouch behind cover like a rock/box or wall when i try to heal or recharge shield i can not ,i keep pressing heal button but nothing happen . but if i stand and back up away from the cover then healing start by it self like if my button press was delayed or was on hold . this issue happened several times and recorded, but i don't have controller button press tracking to show that healing button press was executed
What should be happening instead? should be able to heal /recharge shield without delay and without having to go out from my cover
Steps: How can we find the bug ourselves? get behind cover after getting shot and try to heal or recharge shield

unable to heal while behind cover only and i have to step away from my cover for the heal or shield recharge to start and actually this issue is before the update actually ive noticed it is season 4
