toddler can't be potty trained learn to walk or talk

How often does the bug occur? Every time (100%)
What is your current game version number? 1.99.305.1020
What expansions, game packs, and stuff packs do you have installed? seasons, university, get to work, dine out.
Steps: How can we find the bug ourselves? trying to teach toddlers doesn't work..
What happens when the bug occurs? nothing happens is the issue it doesn't even let you click on the item or just says add to inventory.
What do you expect to see? i expect to be able to click on the potty Trainor and potty train the toddler
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. i updated my game from origin to Ea and downloaded the patch now it does not work.
