Hi @hkccm and thanks for the report!

If a character is too low level or gear to equip a piece of equipment, they will not show up on the "needed by" list.

In this situation, your Nest is level 64, and cannot equip the Mk6 Nubian Design Tech which requires a character be level 79 to equip it. Once you level Nest up to level 79, she will show up on the "Needed by" list for that gear.
