How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Can't invite partner to the Restaurant to do A Taste of Bliss quest because "There are too many Sims here". All sims there are game-generated sims, I invite none of them there.
What do you expect to see? I am able to invite partner (or sims I desire) to Market Square

The game generated too much irrelevant sims in town. Making it too crowded to progress time-limited quests.

I have tried this. All the sims loitering here are still present, even when I completely close the app and reboot it.

@KoddJaMann; @206LazyBones, have you tried doing the interaction from home first? It should then prompt a message asking you to go to the specific location.
