Нашел решение данной проблемы

• Установить Flawless Widescreen http://www.flawlesswidescreen.org
• Скачать NFS_Payback_FWS https://drive.google.com/open?id=1S4xdeFujRgV-vgPz1Y7AokHsX_HmpN3j
• Далее извлечь содержимое архива NFS_Payback_FWS в корень программы 

• Запустить программу Flawless Widescreen и выбрать в списке NFS
• Выбрать нужное значение FOV и запустить игру не закрывая программу
