no vampires NPC spawns & stupid paparazzi

Which language are you playing the game in? 中文（繁體）
How often does the bug occur? Every time (100%)
What is your current game version number? 1.65.77.1020
What expansions, game packs, and stuff packs do you have installed? all EP except eco ,all game pack and nifty kniting
Steps: How can we find the bug ourselves? select a lot type of vampire gathering& having a NPC celebrity spawn on a lot
What happens when the bug occurs? 1. I select a vampire gathering lot trait on a lot,but no vampires NPC spawn except a Vlad(I not sure if it is his name in English),is this called"vampire gathering"??(univercity student gathering works,they will spawn NPC students) Also,no NPC vampires even I don't select the trait(Yes,only three vampires in the world),but it will spawn NPC aliens in the game. 2.Paparazzi spawn when a NPC celebrity spawn on the lot,but they always playing cellphones without doing things they should do.They only take like...three pictures? All they do is standing there and play cellphones.
What do you expect to see? Have few vampires spawn as NPC walking in the street,even more if we set the vampire gathering lot trait. 2.Paparazzi should take more pictures.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Oh yeah also fans do a lot of stupid things,like freezing...they just don't do what they should do.

Thanks for making this report. In your opening post there's a mention of what sounds like 2 separate issues. We may already have active dedicated bug report thread opened for some of these. You can double-check using the "Compiled list of reported issues", as well as using the search function at the top of the page.

If there isn't an active thread dedicated to each of the bugs you're experiencing here, please go ahead and create a new bug report, one per each individual bug. That way, we can track things easier and provide relevant information regarding the specific bug.

I'll lock this thread in the meantime so as not to split up the information from those dedicated bug reports or to muddle issues together.
