they are roommates who have the bff storyline going on and they proposed. even though i use the flirt option a lot they never registered as romantic interests

Your screenshot shows the first step of the wedding quest which we have to complete in order to unlock marriage in Sims Mobile.

There is also a nice reward in this quest, the Honeymoon suite collection.

This is a time limited event. You will have 2 days to complete the 14 steps of the quest and collect the reward.

thank you but that is not my issue. i know that they can get married.

how do i unlock eg. serenade?

@straygodess even if they are married they need to be in a romantic/flirty relationship  in order to be able to do the Serenade... action.

In this example, Nuria has the guitar hobby and can serenade Guillermo because it is her relationship as you can see in her stories.

BFF is a friendhsip relationship story. Maybe that's the reason it doesn't work.
