What you can do is to put ammo on the floor ando wait for the mortar to come out sometimes is like you dont have the mortar so you have to recharge it

Here's the thing - if during previous life you died while using the mortar (or shortly after leaving it), its recharge timer goes over to your next life, which means that you have to wait to get it. It is an intentional design.
