This instruction for Samsung is not work.
I try
1) Clear Google Play store data -> Reboot
2) Change screen resolution -> Clear Google Play store data -> Reboot
Display Resolution for S8, S8+, S8active:
2960 x 1440
2220 x 1080
1480 x 720
Display Resolution for S7, S7edge:
1440 x 2560
1080 x 1920
720 x 1280
3) System on my phone is up to date.

"Workaround steps" is install .apk bypass Google Play.
But, it is not good way...
P.S. FYI
Google keeps information about the phone model not in the phone itself, but on the server.
When viewing in a browser on a desktop computer (OS: Windows), the same message for this phone model (for other models - available).

Update.
I solve problem for my phone S8.
1) Set screen resolution to maximum 2960 x 1440.
2) Delete data from Play Market
3) Delete Play Market updates.
4) Exit from Google account.
5) Reboot
6) Enter to account.
7) Start PM and accept agreements.
8) find SWGOH.
9) Install it! (first attempt was failed, any i try again. Second attempt is completed successfully).
