i18n - Keybinding - Game won't use Windows 10's current user language settings.

[ Edited ]
★★★ Guide

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.75.125.1030
What expansions, game packs, and stuff packs do you have installed? none
Steps: How can we find the bug ourselves? 1- Check your Windows 10 Language Settings: Following this link(https://docs.microsoft.com/en-us/powershell/module/international/get-winuserlanguagelist?view=window...), open PowerShell and use the "Get-WinUserLanguageList" cmdlet to display the Language Settings. Settings should be those: LanguageTag : fr-CA Autonym : français (Canada) EnglishName : French LocalizedName : Français (Canada) ScriptName : Latin InputMethodTips : {0C0C:00001009} Spellchecking : True Handwriting : False "InputMethodTips : {0C0C:00001009}" might be the most important one, because this is not the default one for "French (Canada)" (although it should be). 2 - Try setting your Language Settings identically using the Set-WinUserLanguageList cmdlet (https://docs.microsoft.com/en-us/powershell/module/international/set-winuserlanguagelist?view=window...) so they are identical to mine 3 - Install Origin in French and The Sims 4 in English. 4 - Launch the game and the tutorial. 5 - Try using WASD ...
What happens when the bug occurs? 6 - When trying to use WASD, your notice that it doesn't properly work. The game thinks the user has an AZERTY keyboard (https://en.wikipedia.org/wiki/AZERTY), but this is incorrect. (I have a QWERTY keyboard.) Pressing "Z" will move the camera upward, and pressing "W" will Zoom In. Pressing "Q" will move the camera to the left, and pressing "A" won't do anything.
What do you expect to see? Pressing "Z" will Zoom In, and pressing "W" will move the camera upward. Pressing "Q" will be keybinded to whatever it is expected to be cinded, and pressing "A" will move the camera to the left. (This "Expected behaviour" is the "UX", but what you really need to fix is how The Sims 4 uses Windows 10 User Language Settings to apply keybinding. I read similar thread about other nationalities having similar problems with the game not using the proper keyboard layout. I think it also happens in SimCity.)
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

Steps, in a more readable way:

  1. Check your Windows 10 Language Settings: Following this link(https://docs.microsoft.com/en-us/powershell/module/international/get-winuserlanguagelist?view=window...), open PowerShell and use the "Get-WinUserLanguageList" cmdlet to display the Language Settings. Settings should be those:

    LanguageTag : fr-CA
    Autonym : français (Canada)
    EnglishName : French
    LocalizedName : Français (Canada)
    ScriptName : Latin
    InputMethodTips : {0C0C:00001009}
    Spellchecking : True
    Handwriting : False

"InputMethodTips : {0C0C:00001009}" might be the most important one, because this is not the default one for "French (Canada)" (although it should be).

  2. Try setting your Language Settings identically using the Set-WinUserLanguageList cmdlet (https://docs.microsoft.com/en-us/powershell/module/international/set-winuserlanguagelist?view=window...) so they are identical to mine
  3. Install Origin in French and The Sims 4 in English.
  4. Launch the game and the tutorial.
  5. Try using WASD

This bug is enough for me to uninstall the game. I know I could use AutoHotkey or something, or I could try to change settings in Windows 10, but Windows can be annoying sometime and it will stop switching between keyboard layouts properly. This is a very common issue in Electronic Arts game, at least AFAIK: Sims 3, Sims 4, SimCity...
