can't place gate

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.78.58.1230
What expansions, game packs, and stuff packs do you have installed? cottage living, seasons, city living, cats and dogs, parenthood, laundry day
Steps: How can we find the bug ourselves? place a rectangular fence with one of the sides being a wall, then place a gate on the fence
What happens when the bug occurs? when I try to place a gate it floats in the air, being red like when you can't place an item. When I click to place, a message pops up saying that I can't place it there
What do you expect to see? that it gets fixed, I've never had this bug before, but since installing cottage living I noticed it;
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
As seen in my pictures, I can place a gate on a fence that stands free of a wall. I hope this can get fixed
