Xbox one scroll creeps

What happens when the bug occurs? When I access any menu that allows me to scroll down in the game the menu will go as if I am holding down on the stick at full speed. It doesn't stop when I stop scrolling. It creeps really fast so it is difficult to loot when in a hot situation because I am constantly fighting the creep and 9 times out of 10 I pickup the wrong item. This issue only happens in Apex and no other game. I thought it was my controller so I got a new one and the problem was still there.
What should be happening instead? Stop scrolling when I let go of the right stick.
Steps: How can we find the bug ourselves? No idea, I have only met a few people with this issue and it is an annoying issue. It has cost me some wins when I was trying to loot ammo and health last minute.

I have an issue in every Apex menu and loot scroll menu where my scroll creeps as fast as it can go. It has cost me a few games when I run out of ammo or health and need to loot last minute for those items because I am constantly fighting this creep. It is not a controller issue because I bought a new one when this started happening and it never went away. It is only in Apex. If anyone has a fix or similar problem let me know.
