What were you doing when the bug occurred? Step by Step detail is helpful. Plugged in Hotas and booted game, asks you to press A to continue. When pressed nothing happens so you have to attach the xbox controller. Press A and game boots. You can then use Hotas as long as the xbox controller is active. Once it shuts down Hotas does not work.

I have reported this over again since launch, no feedback or response from EA or dev team and has been ignored.
