I believe this is them doing a "+1" on the gun, as in 100rd magazine +1 in the chamber. Now, if it loads 101 rounds on a reload-from-EMPTY then they will have indeed done that wrong...

I can't tell if you're trolling trying to waste devs time, this has been in battlefield since BF3, the magazine description is correct, that extra bullet is counted as in the chamber and not the magazine, if you reload from empty it will be 100 because there is no extra bullet from previous magazine in the chamber.
