Wraps missing when starting a new game (PC)

Summarize your bug When starting a new save file, when you first get access to the garage, you cannot see the wraps that you've created in a previous save file.

Steps: How can we find the bug ourselves? Have your wraps saved on the file you made them on. Delete your save file and start a new game. When you get up to the stage where you can access the garage, Under "my Wraps", cannot see the wraps that you made previously for cars even though
What happens when the bug occurs? The game wrap slots are empty and you cannot see your own wraps.
What do you expect to see? You'll be able to see the wraps that you've made as long as they aren't deleted in game. This would be like need for speed 2015, when resetting your journey, you wouldn't lose your wraps.

this is also happening on the ps4 with me i would like it to be fixed for i had several wraps made from when the game released are now all gone
