Summarize your bug When in Franchise mode (offline) playing as an owner, I go to upgrade a part of the stadium and the rating drops down to 18, regardless of previous rating number
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Play as owner in franchise mode (offline) and go to upgrade your stadium. pick any of the categories you want to upgrade and select it
What happens when the bug occurs? Fore example, you want to upgrade the Concession stands (it will read Level 2 Rating 53), but after you upgrade it you'll see Level 3 Rating 18. No matter what category you select, the ratings all drop to 18
What do you expect to see? The ratings should have an increase (rating 53 > 99)

This bug has been going on since launch. Basically, when playing as an owner in Franchise mode (offline) I will go to my stadium and select to upgrade a section from one of the catagories. (SEATING, CONSESSIONS, BATHROOM etc). While the level will increase from 2 to 3 as normal, the ratings are bumped down to 18. Always. The ratings should be up to 99 or at least increased from its previous number.
