It also happens where you can't select a Specialist, the weapons and the other stuff unless you've picked some tactical items first.

I had a few times kinda a same bug, i was with Sundance when i tried to switch those special grenades and it was stuck vice versa, i could switch after tried like 5-6 times but thats like 10-20 seconds. Sometimes only the HUD switched but when i throwed a grenade the other type was thrown, not what was shown on HUD. It happened in every game mode.
