Wat Tambor can't be cooldowns increse even he critical hits by Gen Skywalker

Summarize your bug Wat Tambor immune to cooldowns now. General Skywalker crit hits Wat but Wat still able to put his 2nd tech piece on his allies.

Try your self against very standard JKR lead JML GAS JKL Wat combo. Enemy Wat put Taunt tech on JML, player GAS use AOE critical hits enemy Wat but he still able to put his 2nd Tech piece on JKR immediately, the rest of the enemy only use Basic after crit hits by GAS but not Wat.This happened since few days ago but previously all work as intended.

This appears to be working as designed. According to the the description of his unique "Mass Manufacture", "The cooldown of each piece of Tech is set to max and can't be reduced".
