Let me add that this is the save I had right before I did the workaround just now.

The workaround worked for me as well. The only lots I had issues with were lots that were originally residential lots, but I switched them to community lots. Any lot that was originally a community lot is fine, even if I bulldozed the original lot that was there and replaced it with one from the Gallery or my Library. Not sure if that helps, but it's a clear pattern in my game.
