[W] [S] Weather Effects affect Sim exploring Underground Tunnels

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.89.214
What expansions, game packs, and stuff packs do you have installed? All of them
Steps: How can we find the bug ourselves? Make sure it's freezing/hot/raining/.. and go explore the underground tunnels (preferably also wear something completely bad for the weather like warm weather wear in summer)
What happens when the bug occurs? The Sim experiences all the weather effects underground. If it's raining, he get wet and if it's hot and the Sim is inappropriately dressed you'll get a message that he's overheating
What do you expect to see? Weather effects (especially rain and heat) not affecting the Sim that's underground.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Yes
