Voluntary Vanguard Still not working properly

What type of issue do you have? Gameplay
How often does the bug occur? Often (50% - 99%)
Summarize your bug This is the same issue as previously. Voluntary Vanguard is not applying to the correct unit all the time.
Steps: How can we find the bug ourselves? I'm not sure what triggers the selection of vanguard to be wrong. But it appears "close" health+protection pools seem to prioritize the leader.

This is happening again. I do not have any health protection modifiers on that don't impact the entire team equally.
