Visual Glitches as Horizontal Lines

Steps: How can we find the bug ourselves? The glitch appears as I move my camera around on the Y-Axis (Up & Down). It will either be on the bottom panel of the screen or the top.
What happens when the bug occurs? It appears as horizontal lines. For example "I" would become " ̶I̶". I hope I am describing this properly. The visual glitches are not thick bands of color, they're thin lines that divide the image as I move my camera.
What do you expect to see? I expect to see no glitches as I move the camera.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

The glitches continued after I removed my custom content and mods. I am unable to record the issue, unfortunately, because it stops occurring.
