Unable to specialize weapons unless i restart the game!

Summarize your bug I'm unable to specialize any weapon unless i restart the game. This problem already exists for about 6 weeks.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Play a new weapon and get it to weapon level 4, then try to put specializations on it when you are back in the main menu.
What happens when the bug occurs? Missing opportunity to specialize
What should be happening instead? You should be able to specialize the gun without a restart of the whole game.

This has been reported in another thread but definitely deserves this second thread since it hasn't been fixed yet. I also have the same issue.
