Second Territory War of the week did not appear for me and at least one other guild member (Shrapnel (Ally Code: 621-575-644)). Neither of us saw the TW in our guild events area for any phase, and were unable to sign up for the currently running TW. Frustrating to lose out on rewards because our guild consistently achieves the two zeta tier.
