Summarize your bug Not able to relocate team even after switching settings to "Everyone Can Relocate" and "All Users Only". Option is still unavailable due to stadium rating.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Start a franchise in cloud, select a team with an owner role (I chose AZ Cardinals), attempt to relocate.
What happens when the bug occurs? Unable to relocate my team.
What do you expect to see? To be able to relocate my team.

As it says above, I have been unable to relocate the AZ Cardinals even after messing with the settings. Have also tried retiring and being re-invited to the league.
