Unable to purchase Master Ranos companion from GS Vendor

What happens when the bug occurs? "You do not meet the requirements to purchase this item."
What do you expect to see? Purchase confirmation
Steps: How can we find the bug ourselves? Unsure
When trying to purchase Master Ranos as a companion from the GS Vendor I get the error message "You do not meet the requirements to purchase this item." This happens on multiple servers and characters of differing DS/LS levels. This only seems to happen on my main account which is subbed as when I tried on another account which was a referred account I was able to purchase her.
