Unable to make purchases on new phone and can't change name

unable to make purchases - new phone - 

started on iphone 6, didn't link to a game center account.

got new iphone 7, somehow/for whatever reason i am now linked to a game center account that isn't my primary app store account.

don't know if that's the reason i can't make purchases or not

also, can't change my account name - followed instructions, no pencil exists, never changed name.  had friend on android navigate to same spot, pencil is there
