How many matches had you played in a row before the issue occurred? 170+ hours logged in the game, never seen this before. Maybe played 10 matches in the session.

What happens when the bug occurs? Was not able to heal or recharge shields despite having plenty of resources.
What should be happening instead? Well, healing
Steps: How can we find the bug ourselves? No idea to be honest. Got it on video tho, attached below.
Issue occurs at 0:43, note that i can recharge my shields prior to this (0:06)
