Unable to graft certain plants/ LE: 'splicing_recipies' [ Edited ]

How often does the bug occur? Every time (100%)
What is your current game version number? 1.77.146.1030
What expansions, game packs, and stuff packs do you have installed? Not sure. Most of them
Steps: How can we find the bug ourselves? My sim is trying to graft plants
What happens when the bug occurs? Every time my sim grafts plants, the animation occurs, but there's no new plant, the cutting remains in the inventory but nothing happens and I get a last exception error. This happens even after I took out all the mods.
What do you expect to see? A new spliced plant and the cutting to be used up.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? No

Yes and I still had the same issue

@rthoneatbugs Are you getting any lastException files in your doc folder ? Did you delete the localthumbcache file ?

I've deleted the cache files. I get a last exception every time this.has happened
