Summarize your bug Subtitles are permanently on no matter how you change settings I play with them off that's how I first became aware of the issue I tried turning them on to see the opposite would be true since off had them on. It did not work I restarted, it didn't work, I tried to change it from the title screen menu instead and did not work. I wanted to rule out any possible fixes, so this is a server-side bug issue.

Steps: How can we find the bug ourselves? Go to any section in Fort Tarsis, in-world, or in-mission where either an npc or your character is speaking with the subtitles off and you will see they still remain on. Switch back to, "subtitles on" and you will still see they still remain on as well.
What happens when the bug occurs? Subtitles are still persisting.
What should be happening instead? Subtitles are supposed to be off.
