Steps: How can we find the bug ourselves? play the game engage Dominion Storm trooper with melee, gears, and guns
What happens when the bug occurs? storms are staying in flight after all shields are gone
What should be happening instead? before 1.2 they would be stunned and knocked down when losing all shields

Storms are much harder now after 1.2 because they are nearly impossible to ground or stun. It was bad enough that they are immune to their own. element

they changed the outlaw/dominion "storm units"

they now only regenerate.shield when not damaged, no more instant regen trick

you can ground them with fire overheat, they now act more like us

I don't disagree with you but they fixed a bug with another bug (or call it what you will) those units are way overpowered and I assure you they do not get knocked down or overheated the same as player Storm.

This issue happens sometimes. For example legendary lancers in Heart of Rage becomes immune to knockback and status effects. It looks like dispite the fact they have not shield they act like they have shield. So you cannot place status effect and damage looks reduced.

UPDATE

they seem to have dropped in a shadow fix (since transparency is not their MO) 

enemy storms are being knocked down. I have not tested enough to know if it's consistent but it is happening now.  And the crazy fast auto shield doesn't seem to have come back with this change thank God.  Also notice Scar Hunters have shields again so there's how you know without a doubt there was a change made post 1.2 patch

I noticed in the PTS that fire after shields no longer downs flying enemies like they used to... i don't know if this is for difficulty or these guys just don't play their own game.
