Steps: How can we find the bug ourselves? Have a sim with the waterproof trait.
What happens when the bug occurs? The sim can shower in the rain and his hygiene need is fulfilled despite he / she can't get wet in the rain due to the Waterproof trait.
What do you expect to see? If a sim has the Waterproof trait, it should not be possible for this sim to shower in the rain.
