Steps: How can we find the bug ourselves? Look for the pants seen in the pictures below. They are base-game and tagged female.
What happens when the bug occurs? For female sims these pants have one palette, for male sims the pants are separated into two. Also, female sims have one swatch more than male sims.
What do you expect to see? That the pants are either one pair, for both male and female sims, or separated into two pair, for both male and female sims.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

For female sims these pants have a palette of 21 swatches.

For male sims the pants are separated into two, each having their own palette with 8 and 12 swatches respectively. Also, that makes 20 swatches in total (female sims have 21 swatches), because for female sims there are two pairs of medium blue pants, one with a pink belt and one with a black belt. Male sims only have the medium blue pants with the black belt, they're missing the medium blue pants with pink belt.
