[UNSURE] Can't set Hijab for work outfit (via Cheat) [ Edited ]

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.58.63.1010 (64 Bit)
What expansions, game packs, and stuff packs do you have installed? kids stuff toddler stuff romantic garden cats and dogs seasons dine out parenthood outdoor retreat movie hangout
Steps: How can we find the bug ourselves? get a sim in a hijab to go to work(one which has a uniform like retail or fast food)
What happens when the bug occurs? I click go to work and the sim gets changed so they aren't wearing the hijab anymore
What do you expect to see? The sim continues to wear the hijab even in work uniform
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

It happens no matter sims gender or job. Also, I have tried the sims.modify cheat that I found but it doesn't work!

Did it work for you before patch 1.58 ?

EDIT: Checked with S4Studio and it looks like it's not marked as career outfit. They probably did that on purposes so it doesn't get used by the game but as it's also not allowed as random, it shouldn't ?

Marking as unsure for now and get more info.

I’m not sure when it stopped working. it works if they’re in uniform and I put it on and they go off but when they return from work, the hijab is gone.
