My character is currently in the trending now chapter 9, the progress bar is full and no matter what type of shift I do it won't progress any further or start the final chapter. It is very frustrating as I'd like to complete the career before retiring my character.

Leaving your sim idle and restarting the app might help to get the chapter event to appear. When reopening the game check if your sim has completed events (pink check mark) and claim the reward. You might have to restart the app multiple times if there are several past events stacked.
