Toddler actions cancelled/Dogs are clingy

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.48.90.1020 (most up to date version)
What expansions, game packs, and stuff packs do you have installed? Seasons, cats and dogs, city living, get together, get to work, spa day, parenthood.
Steps: How can we find the bug ourselves? Interact with toddlers/have dogs (not sure about cats) in the game.
What happens when the bug occurs? I try to get my sim to put the toddler to bed, he pick the toddler up and then puts the toddler down. I get him to put the toddler in the high chair and feed him, he picks the toddler up and puts him back down again. The actions are constantly being cancelled. Another bug, the pets (just dogs maybe?) are spamming actions onto the queue bar, way beyond the action limit. My sims are trying to look after the babies and the dogs sit and cause 10 'pet' actions to appear and reappear once deleted.
What do you expect to see? The toddler staying in the highchair fed/put in bed. The dogs not spamming actions.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I know toddlers can be a bit of a problem most of the time, but I've never noticed it like this before. My sim spent around 4 hours trying to get the toddler into the highchair and eat, and the toddler and food ending up on the floor. Also taking them to bed, started with the 'read to sleep' and then tried just putting them to bed (bed is upstairs and they were downstairs and cannot do stairs yet). He would pick up the toddler, then put the toddler down and the toddler would go to nap on the sofa. Tried several times and the action kept being cancelled.

With the dogs, maybe they just want more attention but with twins and three dogs there isn't always time to spend a lot of time with everyone. My sims would be socialising with the babies and then suddenly one of the dogs would sit behind them and spam 'pet' requests and create new ones when cancelled. Normally a quick pet will get rid of them, but its really annoying to see 10+ actions appear on the queue bar and then reappear later.
