I know you need more info, but what's going on? Why after a year of reports does EA not have enough information to fix this?
I don't know what more I can do for you. When does it start becoming EA's responsibility to run tests and not ours?

Cause as @SimGuruJanitor stated, it's not one issue. it's multiple and it's really really hard to reproduce. I've tried so many save games that supportingly have the issue and it was fine on my machine (I don't have a high-end computer). EA has the same issue with reproducing it, so the more info from multiple people, the easier it is to find the cause (as said, that's multiple and some stuff has already been fixed).

There comes a point in time when I start to wonder whether I'm a customer of EA or an employee. This is a lot of work just to play a game, and I'm not being compensated for any of it. In fact, I've paid lots of money just for the privilege of suffering through this bug.
And yes, I provided the majority of that information. There's a dxdiag of mine posted somewhere, but I'll post it here again along with the Exception files. I also already PM'd you my save folder. Not only that, but this thread has over 300 replies. It's the largest thread that I could find within the first 10 pages of this forum. There's plenty of evidence and information here.
The only thing I'm not going to do is record a video and upload it to YouTube. There's no point. It wouldn't provide any new information, would it? The only thing you would see is when the bug happens or what it looks like, but people have already described that perfectly and uploaded their own videos. Mine would look just the same.

@Kraslev I don't expect it to work for everyone, it does work for me and I think it can also work for others if the freezing in their game works similar to the way it does in mine. I've had the issue on two different computers and I know that what I suggested wouldn't work on one of them (where the freezes are short and frequent), I actually said as much. It does work on the other, where freezes are rare and big/obvious, if they happen at all. Besides, I tend to monitor my game quite closely anyway, so that may also be of influence.
Anyway, I tested my other save and was unable to replicate the actions I did before (because I really don't remember, I lost quite a bit of progress in that one). At a certain point, the game froze, under circumstances very similar to the freeze that occured previously. My Sim was again at the Hermit's house and tried to place her tent near the tree by the Hermit's house at around 10 or 11 PM. So I waited for the freeze to pass, was able to exit the game normally, then repaired the game and rebooted. I did one thing differently (aside from saving the game a couple times more) and that was place the tent in the same spot but during the day. Nothing happened, my Sim was able to go fishing, befriend the Hermit, eventually sleep in her tent, put her tent back in her inventory in the morning etc. etc. I don't know why the specific combination of placing a tent there at night causes a freeze, but changing things slightly kept the game running smoothly. I played a bit more and there were no freezes.
I did make a video, but forgot to switch on recording the UI in videos, so it's not particularly useful. I did make a backup of the save files involved (the original before the freeze and the autosave after the freeze) I can submit those if neccessary. I'll report back if anything interesting happens in my game.

Has this seriously been an issue for over a year and there is still no solution?
I am going to ask for a refund - I literally can't play the game anymore. This issue occurs after only 10 minutes of playing.

I also have Sims stuck in an idle animation and time continues to pass even though the UI indicates I'm paused. My game version is the Digital Deluxe Edition for base game and I have all currently available stuff and expansion packs installed as of 10-26-2015. My game is not modded and I'm not using any CC. I have save files and exception logs zipped up and will PM the link to someone official upon request. I have a video link and basic system specs below, but first a text explanation.
I actually started by repairing my game preemptively. I launched Sims4 and loaded my Legacy save in order to record another part in the series. Before loading my only played family in this save I entered build mode of the Daisy Hovel lot in Willow Creek. I didn't actually edit or change a thing on the lot, I merely wanted to save a clean version of that lot in order to replace it back into another save later. After saving that lot to my local Gallery I exited Build Mode back to the map and then loaded my Legacy family.
As is usual after having been in build mode prior to loading a played household all my Sims where standing in front of the home lot in their sleep wear. Last time I saved they were all asleep. I had them change out of their night clothes so I could pose them for a picture before starting my recording. There are 4 Sims in this household and after getting the pictures I wanted I sent two of them back to bed and queued several actions for the other two. These actions were queued up while I was still paused. Two of them went back to bed (had to click their bed to send them to sleep as the auto solve by clicking on Energy need isn't working lately), and the other two went about doing the actions I had set up for them.
I do give some commentary in the video as to what is happening but the actions so far went as they should. The point when the glitch happened is kind of a cluster but the husband (I think) wanted to autonomously hug his wife but I had directed him to grab a serving of the meal sitting on the counter. Then I had the wife hire an agent for the artists career. Then I had the husband hire an agent (same career) while he was still eating. Both hire agent actions went as planned.
About this time the husband got an uncomfortable moodlet from bad surroundings all of a sudden but I have no idea what was bad. I couldn't see anything broken or spoiled or dirty lying about. At this point I directed the wife to compliment her husband's outfit. Also right around this time the outside lighting to had shifted from night to morning. anyway, she walks over to him to compliment his outfit. He's still eating but gets ups from the table as she approaches and pulls out the remote to turn the TV off. It was at that moment when they became frozen in a short animation. The TV didn't turn off, the sounds where still playing, and I paused the game as that has helped get them out of the stuck state before. Even though the UI indicated the game was paused the clock kept ticking away. I couldn't switch control to the other Sim and they continued to animate while allegedly paused.
At this point I tried to simply exit the whole game without saving so I could reload the save from the beginning of the day and start over, but the game simply seemed to ignore my command to exit. I then tried to exit to main menu and got a warning about the game could not be saved and I would lose data. Since I had backed up all my save files before starting I chose to exit anyway just to get out of this. This resulted in a loading screen that went on for several minutes until I figured it wasn't going to actually finish exiting and I wound up killing the game in Task Manager. I have not attempted to load the game again as of this posting.

Minor update to the above report. I went back and watched my video again and figured out that the Uncomfortable moodlet that Rocky got (he has the Neat trait) was from old tea left in the Tea Magic that had just spoiled right then. I also noticed that Rebecca had autonomously queued up some kind of social interaction with Rocky right before I had directed her to "compliment outfit" which of course was trying to cancel her autonomous action to replace it with what I had selected. That's the exact moment they all got stuck.

It's a good thing you record anyway. I don't record anything, so I was not about to sit waiting for the glitch to happen and hoping I could record it.
