Running a Clean Boot can help in troubleshooting issues with performance. Perhaps there's a 3rd party program muching about.
I rather think it's a symptom of one like it was in Sims 3. It's just weird that you get it on any save game even if you start a new one.
I don't know how it can be solved but my suggestion would be to compare notes with other players with the same issue to see if you have anything in common. You say a lot of users have it but I think I've seen one other report so far that match yours. For most lags are different than yours.
