Throttle Decrease when bound to Mouse Scroll Down doesn't work

What were you doing when the bug occurred? Step by Step detail is helpful. I was doing the prologue. I rebound my controls to what was comfortable to me, which included rebinding throttle increase and decrease to mouse scroll wheel up and down.

How often does the bug occur? Every time (100%)
How severe is your issue? Can play, but it's highly frustrating
What happens when the bug occurs? After binding throttle increase/decrease to mouse wheel scroll up and down and then flying in space, scrolling the mouse wheel up will correctly increase throttle, but scrolling the mouse wheel down will not reduce throttle. Binding throttle decrease to any other key works correctly. This issue only happens when it is bound to the mouse wheel. Other controls bound to mouse scroll down work correctly (for example, setting shields to double rear, which is bound to mouse scroll down by default, works correctly).
What do you expect to see? Throttle should decrease correctly when it is bound to mouse wheel down.

I have heard of several other users experiencing this problem as well.
