Same issue 10+ times a day on my iPad Pro 11 iOS 13.5. In the past uninstalling and reinstalling the game would fix it for a while. I just uninstalled and reinstalled and got the message within the first 60 seconds of opening the game. I have very solid and reliable high speed internet(243mbps on the test I ran while typing this). I have no issues In anything else I do(video streaming, xbox live, MSF, etc...) Just SWGOH. Very annoying and not a new problem.
