How often does the bug occur? Every time (100%)
Summarize your bug My Guild, "Dark Vadders" was matched against guild "A topeeee" in Territory Wars. We got 16 defense squads per sector which we filled. When setup phase ended and the attack phase opened we found our enemy was allowed 17 squads per sector! That is TOTALLY UNFAIR!

I'm playing from europe and I'm having the same issue, our guild can only place 17 squads per territory vs enemy 18.
Also, some of our members couldn't sign up for the territory war because it never appeared in their events list.

I'm playing from Germany and we having the same issue, our guild can only place 21 squads per territory vs enemy 23.

Same happened today for our guild. We (The Sail Barge) got 21 slots to fill, while our opponents (Heirs of Moraband) had 23 possible squads/fleets per territory.
We potentially get 10 banners for each defeated squad, giving us 200 possible extra banners on offense, but they got up to 400 for placing them on defense. They were ahead in points even before the battle began. Forums seem to think this will still end in a tie if both teams wipe the board, but seems like it has to be a bug.

Since Territory War rules are heavily defense biased, giving one team more defense is totally unfair even if a complete board wipe would result in a numerical tie.
