How often does the bug occur? Every time (100%)
What is your current game version number? n/a
What expansions, game packs, and stuff packs do you have installed? Majority of them
Steps: How can we find the bug ourselves? Buy a clinic and test out perks
What happens when the bug occurs? I have bought a few perks at my vet clinic including the Supply Quality perk, however when I try to change the supply quality it tells me to buy it.
What do you expect to see? Supply quality able to be changed
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No

Is there a cheat to reset the perks at the vet clinic? Remove them so I can rebuy it and see if it works? I have sold the clinic and rebought it but all the perks were still there, and still couldn’t change supply quality

I don't know if you can reset them, but there are cheats to unlock the perks, you might try that if the game for some reason thinks that you have not got it.
Bucks.unlock_perk SupplyQuality true

You need the testingcheats true cheat first. Hope it works!

Didn't get a chance to test this. Don't think it's a general issue or there would be more reports but someone else has reported one perk not working for them,

So the same thing happened to me and I kept entering the cheat while at the vet clinic. I went back home and did the cheat Bucks.unlock_perk SupplyQuality true and then I opened the clinic and went back and it actually worked. Hope this helps!
