Summarize your bug Under Supreme Leader Kylo Ren's journey guide entry, every unlocked character has a check mark under the event page, no matter how far they are from the requirements. It says 6 characters are required. There's no way to know which 6 because they're all checked. Also, SL Kylo Ren is included in the list of characters for his own event.

@antuulien1 Hello there. You need all the characters listed at gear 13, and specific Relic levels in order to unlock the event. You can find what levels they need to be under your quests, or on the prerequisites tab of the event. 

Once you get all 13 characters to the required level / star rating, you can begin earning tickets and playing the event. Through the first 3 stages, you can use any 5 First Order characters (one of the Kylos is a fixed requirement I think, someone else may be able to confirm), which is the five in the "5/6" indicator. You unlock Supreme Leader Kylo through completion of the first three tiers, and he is required for the final three tiers, making him the missing character in the "5/6"
