Strange stuttering on PC

Summarize your bug The game runs at 120 fps, however sometimes it has insane stuttering and drops to 60-50 fps, this happens completely randomly and i have no idea how to make it happen
How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? No idea. It seems to happen completely randomly to me
What happens when the bug occurs? The game runs at 120 fps, however sometimes it has insane stuttering and drops to 60-50 fps, no freezes or anything
What do you expect to see? The game to run at a proper 120 fps with only minor frame drops, since im on a pretty high-end pc
Wanted to report this bug for a while now.
So basically, since i got the game i was having INSANE stuttering for whatever reason, even on the lowest settings
And i explained it a bit more above..
I will post my dxdiag here just in case.
