Social Networking Interaction's Missing "Invent New Hashtag" Option

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.99.264.1030
What expansions, game packs, and stuff packs do you have installed? All except Horse Ranch and Growing Together.
Steps: How can we find the bug ourselves? Check the social networking interactions on a sims computer with the sim being at level 8 Charisma or higher.
What happens when the bug occurs? The Social Networking interactions do not seem to include an "Invent New Hashtag" option even though with level 8 Charisma you are supposed to be able to do so as one of the rewards for reaching said level. All the sim's I've tried this with have social media profiles, and every other social networking interaction shows up except this one. Not sure if the feature is missing altogether, or if I'm looking in the wrong place?
What do you expect to see? For the "Invent New Hashtag" interaction under Social Networking to show up with a level 8 Charisma Sim.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I know it's not the biggest issue in the world, but still, it's supposed to be a feature, and it's missing, and I look forward to those skill perks or "rewards" with each level gained.
