Skill Upgrade Bug?

Not sure this is intended or not but is anyone else having an issue where the roster says you have multiple toons that can upgrade skills and then you upgrade one and EVEN THOUGH you have enough resources to upgrade another skill on the same toon or a different one, the option to do so is grayed out?

Is there a timer in place that I am unaware of???
