Sims won't clean up dishes from high chair

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.75.125.1030
What expansions, game packs, and stuff packs do you have installed? All except kits and designer
Steps: How can we find the bug ourselves? Feed toddler in high chair then click "clean up" on a different plate
What happens when the bug occurs? Sims clean up all plates except ones on the high chair.
What do you expect to see? Sims pick up plates on high chair when cleaning up other dishes
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

Sims will ignore smelly plates on high chairs unless I click "clean up" on that plate - then they clean up all plates in the house.

This bug occurs so consistently that I've learned to always live drag the plate onto another surface, like the dining table for example. This is especially true if there are plates both on the dining table and the high chair. The sims will autonomously clear the plates that are on the table and ignore any dish on the high chair.
