Sims will not complete any tasks

Steps: How can we find the bug ourselves? By queueing a sim to complete a task eg weed a plant, dance at a radio, play guitar.
What happens when the bug occurs? Every time I try to play in live mode, my sims can complete tasks for about a minute (real time) and then after that, whenever I queue a task for them they walk towards the place where the task is due to take place and they stand there unresponsive. I don't believe it is just a visual glitch because there is no change in their needs either. For example when I queue for them to eat, they stand with the food in their hand and do not eat, and their hunger need doesn't move either. Each time this happens I reset the sim but this has no effect. I queue the next task for them and the bug happens again. The only way that I can get rid of it is by restarting my game. Once the game is restarted, the bug occurs again within the next minute or so.
What do you expect to see? Your sim stood at the object they need to interact with, but not interacting with it. Most of the time they will move towards the object but just not interact with it.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

I'm also looking for a solution to exactly this on my own PC.

I believe it started slowly, occasionally it would happen and if I restarted the game it fixed it temporarily. Now there is nothing I can do to fix it. 

Things I've tried:

Closing and relaunching the game

Restarting my computer

Repairing the game (and all expansions)

Removing all mods and CC

Emptying the 'cache' and 'cachestr' files

Since the problem started I have changed families, but the problem still occurs. At the moment, when I exit the game and return, my sims will complete whatever action I had in the queue when I saved and left, but will then become stuck doing it or become stuck as soon as they stop doing the task. 

I have so many packs and expansions, I love the game. I just wish it would work.
